 prajÄḥ - the citizens; ca - and; abrahma - unbrahminical; bhÅ«yiṣṭhÄḥ - predominantly; sthÄpayiá¹£yati - he will make; durmatiḥ - the unintelligent (ViÅ›vasphÅ«rji); vÄ«rya-van - powerful; ká¹£atram - the ká¹£atriya class; utsÄdya - destroying; padmavatyÄm - in PadmavatÄ«; saḥ - he; vai - indeed; puri - in the city; anu-gaá¹…gam - from Gaá¹…gÄdvÄrÄ (Hardwar); Ä-prayÄgam - to PrayÄga; guptÄm - protected; bhoká¹£yati - he will rule; medinÄ«m - the earth.

Foolish King ViÅ›vasphÅ«rji will maintain all the citizens in ungodliness and will use his power to completely disrupt the ká¹£atriya order. From his capital of PadmavatÄ« he will rule that part of the earth extending from the source of the Gaá¹…gÄ to PrayÄga.
