The word sahasraśīrá¹£Ä refers to the Personality of Godhead known as GarbhodakaÅ›ÄyÄ« Viṣṇu. Although the Lord appeared as KṣīrodakaÅ›ÄyÄ« Viṣṇu, He has been described here as Sahasraśīrá¹£Ä Viṣṇu because He is nondifferent from GarbhodakaÅ›ÄyÄ« Viṣṇu. According to ÅšrÄ«la RÅ«pa GosvÄmÄ« in his Laghu-bhÄgavatÄmá¹›ta, the Sahasraśīrá¹£Ä Personality of Godhead who appeared at that time was the incarnation known as Pṛśnigarbha. He created the planet known as Dhruvaloka for the habitation of Dhruva MahÄrÄja.
