bandhÅ«nÄm - her family members; icchatÄm - even as they were desiring; dÄtum - to give; kṛṣṇÄya - to Kṛṣṇa; bhaginÄ«m - their sister; ná¹›pa - O King; tataḥ - from this; nivÄrya - preventing them; kṛṣṇa-dviá¹ - hateful of Kṛṣṇa; rukmÄ« - RukmÄ«; caidyam - Caidya (ÅšiÅ›upÄla); amanyata - considered.
O King, because RukmÄ« envied the Lord, he forbade his family members to give his sister to Kṛṣṇa, although they wanted to. Instead, RukmÄ« decided to give Rukmiṇī to ÅšiÅ›upÄla.
Rukmī abused his position as elder brother and acted with impure motives. He would only suffer for his decision.
