bhagavan -- the Supreme Lord; tam -- him, Akrura; abhipretya -- recognizing; ratha-anga -- with a chariot wheel; ankita -- marked; panina -- by His hand; parirebhe -- He embraced; abhyupakrishya -- pulling near; pritah -- pleased; pranata -- to those who are surrendered; vatsalah -- who is benignly disposed.

Recognizing Akrura, Lord Krishna drew him close with His hand, which bears the sign of the chariot wheel, and then embraced him. Krishna felt pleased, for He is always benignly disposed toward His surrendered devotees.

Significado

According to the acaryas, by extending His hand marked with the chariot wheel, or cakra, Lord Krishna indicated His ability to kill Kamsa.
