tvam ekaḼ sarva-jagata
ÄŤĹvaro bandha-mokᚣayoḼ
taáš tvÄm arcanti kuĹalÄḼ
prapannÄrti-haraáš gurum
tvam ekaḼ - Your Lordship is indeed; sarva-jagataḼ - of the three worlds; ÄŤĹvaraḼ - the controller; bandha-mokᚣayoḼ - of both bondage and liberation; tam - that controller; tvÄm arcanti - worship you; kuĹalÄḼ - persons who want good fortune; prapanna-Ärti-haram - who can mitigate all the distresses of a sheltered devotee; gurum - you who act as a good advisor to all fallen souls.
Actually Lord Viᚣášu maintains and accomplishes all good fortune. If one has to take shelter of Lord Viᚣášu, why should the demigods take shelter of Lord Ĺiva? They did so because Lord Viᚣášu acts through Lord Ĺiva in the creation of the material world. Lord Ĺiva acts on behalf of Lord Viᚣášu. When the Lord says in Bhagavad-gÄŤtÄ (14.4) that He is the father of all living entities (ahaáš bÄŤja-pradaḼ pitÄ), this refers to actions performed by Lord Viᚣášu through Lord Ĺiva. Lord Viᚣášu is always unattached to material activities, and when material activities are to be performed, Lord Viᚣášu performs them through Lord Ĺiva. Lord Ĺiva is therefore worshiped on the level of Lord Viᚣášu. When Lord Viᚣášu is untouched by the external energy He is Lord Viᚣášu, but when He is in touch with the external energy, He appears in His feature as Lord Ĺiva.
