jihvÄ - the tongue; na - not; vakti - chants; bhagavat - of the Supreme Personality of Godhead; guáša - transcendental qualities; nÄma - and the holy name; dheyam - imparting; cetaḼ - the heart; ca - also; na - not; smarati - remembers; tat - His; caraáša-aravindam - lotus feet; kášášŁášÄya - unto Lord KášášŁáša through His Deity in the temple; no - not; namati - bows; yat - whose; ĹiraḼ - head; ekadÄ api - even once; tÄn - them; Änayadhvam - bring before me; asataḼ - the nondevotees; akášta - not performing; viᚣášu-káštyÄn - duties toward Lord Viᚣášu.
The word viᚣášu-káštyÄn is very important in this verse because the purpose of human life is to please Lord Viᚣášu. VarášÄĹrama-dharma is also meant for that purpose. As stated in the Viᚣášu PurÄáša (3.8.9):
varášÄĹramÄcÄravatÄ
puruᚣeáša paraḼ pumÄn
viᚣášur ÄrÄdhyate panthÄ
nÄnyat tat-toᚣa-kÄraášam
Human society is meant to follow strictly the varášÄĹrama-dharma, which divides society into four social divisions (brÄhmaáša, kᚣatriya, vaiĹya and ĹĹŤdra) and four spiritual divisions (brahmacarya, gášhastha, vÄnaprastha and sannyÄsa). VarášÄĹrama-dharma easily brings one nearer to Lord Viᚣášu, who is the only true objective in human society. Na te viduḼ svÄrtha-gatiáš hi viᚣášum: unfortunately, however, people do not know that their self-interest is to return home, back to Godhead, or to approach Lord Viᚣášu. DurÄĹayÄ ye bahir-artha-mÄninaḼ: instead, they are simply bewildered. Every human being is expected to perform duties meant for approaching Lord Viᚣášu. Therefore YamarÄja advises the YamadĹŤtas to bring him those persons who have forgotten their duties toward Viᚣášu (akášta-viᚣášu-káštyÄn). One who does not chant the holy name of Viᚣášu (KášášŁáša), who does not bow down to the Deity of Viᚣášu, and who does not remember the lotus feet of Viᚣášu is punishable by YamarÄja. In summary, all avaiᚣášavas, persons unconcerned with Lord Viᚣášu, are punishable by YamarÄja.
